BILLINGS, Mont. (AP) — A federal appeals court has upheld a Montana judge's ruling barring construction of the Keystone XL oil pipeline from Canada.

TransCanada had asked the 9th U.S. Circuit Court of Appeals to put the ruling from U.S. District Judge Brian Morris on hold while its appeal is pending, and allow the Calgary-based company to begin building the pipeline.

GREAT FALLS, Mont. (AP) — A judge has sentenced a former Indian Health Services pediatrician convicted of molesting Native American boys to more than 18 years in prison.

U.S. District Judge Brian Morris also fined 70-year-old Stanley Patrick Weber $200,000 when he handed down the sentence for abusing several boys in his care on the Blackfeet Indian Reservation between 1992 and 1995.

The 2017 order by Secretary of the Interior Ryan Zinke that lifted the Obama-era moratorium on federal coal leasing.

The Department of the Interior lifted the Obama-era moratorium on federal coal leasing in early 2017, fulfilling Trump’s campaign promise to end the so-called war on coal.

HELENA, Mont. (AP) — A Montana judge says a Canadian company may continue preliminary work on the proposed Keystone XL oil pipeline while his order blocking construction is in effect.

U.S. District Judge Brian Morris said Wednesday he will clarify his Nov. 8 injunction to allow TransCanada to conduct engineering and planning activities, confirm shipper contracts, meet with different groups and acquire equipment, permits and land rights.

HELENA, Mont. (AP) — The company that wants to build the Keystone XL pipeline is asking a Montana judge to change his order blocking the project so that pre-construction work can continue.

Attorneys for TransCanada will argue on Wednesday that U.S. District Judge Brian Morris should clarify or amend his ruling to say the injunction does not apply to activities such as finalizing contracts, purchasing materials, conducting land surveys and discussing federal permits.

HELENA, Mont. (AP) — A federal judge has rejected a legal challenge to a water-rights compact between the Blackfeet Indian Tribe, the state of Montana and the U.S. government.

U.S. District Judge Brian Morris said in a ruling Friday the lawsuit challenging the Blackfeet tribe's business council's authority to negotiate and ratify the compact is a matter of tribal law that must be taken up in tribal court.

A federal judge in Great Falls Thursday night blocked the construction of the Keystone XL Pipeline until the U.S. government further studies its impact on the environment and climate.

The controversial pipeline would carry crude oil from Canada to U.S. refineries in the Gulf Coast. The 36-inch-wide Keystone XL would pass through six eastern Montana counties and near the Fort Peck Indian Reservation.
