Virginia Mine-Safety Legislation Set to Become Law

Virginia Gov. Mark Warner is expected to sign legislation to strengthen the state's coal-mining regulations. The bill is largely in response to the death of a 3-year-old boy, killed in a strip-mining accident. NPR's Noah Adams talks with NPR's Madeleine Brand.
