On this edition of Montana Morning Newscast, Gov. Steve Bullock used his second State of the State address last night at the Capitol in Helena to promote his proposal to spend nearly $400 million on infrastructure projects.

Authorities say the struggle to recover 30,000 gallons of oil from a pipeline spill into the Yellowstone River could grind to a near-halt in coming days.

The Montana House yesterday overwhelmingly voted to give the governor the power to grant clemency, even if the board of Pardons and Parole disagrees while American taxpayers are losing out on about $210 million a year in federal coal royalties.

Yesterday at the Montana Capitol, legislators heard a bill that would give victims of childhood sexual abuse an indefinite period of time in which to prosecute their abusers. A 14 year old Great Falls boy faces a youth court charge of attempted kidnapping.
