Federal aviation laws up for review in the U.S. Senate could change the way states regulate air ambulances.

Two men were hospitalized after a gust of wind caused them to fall from a hotel under construction in Billings. Fire officials say one man fell 40 feet down an elevator shaft while another man fell about 15 feet to the third floor.
